Why Cannabis is Illegal in India ?

In 1980-90 India was ordered by UNO to illegalize Cannabis in India as it was also illegal in United States. Many decades passed and several amendments were presented in Parliament seeking the Cannabis. It was given a status of DRUG.

Since then there was an NDPS (National Drug and Psychotropic Substances) Act introduced by Indian Government which had penalties longing from 2-5 Years.

Now in 2013, when United States government has introduced Medicinal Marijuana laws, some of the states have legalised Medical Cannabis and many of them had decriminalised the use of cannabis.

Why not India is legalising the use of Marijuana? The questions arises among several scholars that why is India still following the old codes of conduct? Why is US not trying to reform India?
